3/21/2023 Public Hearing Zoning Bylaw Amendments 

A) Flood Plain District: Amend Section 5.2.09 to incorporate revisions to the Flood Insurance Rate Maps produced by the Federal Emergency Management Agency (FEMA) and ensure compliance, and status, as a participating National Flood Insurance Program (NFIP) community.

10/25/2022 Public Hearing Zoning Bylaw Amendments 
A) Marijuana: The purpose of these amendments is to address updated regulations of the Cannabis Control Commission (CCC), 935 CMR 500.000 “Adult Use of Marijuana,” effective January 8, 2021. The new CCC regulations amend definitions and establish new requirements for the delivery of marijuana. The changes below ensure compliance with applicable statues and regulations. 

B) Adaptive Reuse Overlay District: To clarify the purpose of the bylaw (section A), modify eligibility for conversion (section B), modify uses permitted by right and special permit (section D), and modify parking, dimensional, and other requirements (section E and F).

Description of Proposed Amendments:
Article 25:  NB District: Approved 5/11/2021/Attorney General's Office approval received 9/1/2021 
Amend Section 5.6 [Greenville Village Neighborhood Business District (NB)] to simplify development and redevelopment in the district, particularly for reuse of existing structures

Article 26:  HB-1 District:Approved 5/11/2021/Attorney General's Office approval received 9/1/2021 
Amend Section 5.5 (Highway Business-Industrial District) to modify thresholds for meeting site development standards and to correct outdated references.

Article 27: Disapproved 5/11/2021
Marijuana:  Amend Sections 1.3 (Definitions), 3.2.03 (Schedule of Use, Business), and Section 5.15 (Medical Marijuana Treatment Centers and Marijuana Establishments) to allow for marijuana delivery and to increase the cap on marijuana retailers from 1 to 2 establishments.

Article 28:  Outdoor Storage/Rental Self-Storage:Approved 5/11/2021/Attorney General's Office approval received 9/1/2021 
Amend Sections 1.3 (Definitions), 3.2.03 (Schedule of Use, Business), Section3.30 (BR-1 Zone), Section 3.32 (RIB Zone), Section 3.2.08 (Parking of Commercial Vehicles), and add a new Section 5.18 (Outdoor Storage) to address rental self-storage facilities, other outdoor storage, and related issues including parking of commercial vehicles.

Article 29: BR-1 & RIB Districts:Approved 5/11/2021/Attorney General's Office approval received 9/1/2021 
Amend Sections 3.30 [Business-Residential 1 (BR-1) Zone] and 3.32 [Residential Industrial Business (RIB) Zone] by re-numbering and re-organizing subsections.
