Application Forms & Instructions

Please review Leicester's Wetland Bylaw (Chapter 14 of the General Bylaws) and Leicester's Wetland Regulations prior to submitting your application.  

• All applications require a local application fee in accordance with these regulations (this fee is in addition to the local portion of DEP fees). Leicester's regulations also address submittal requirements, documents & plans required, as well as number and size of plans required, for each type of application.
• All applications, including RDA applications, require abutter notification (300 ft) by certified mail/return receipt. Request a copy of a certified abutters list from the Assessors Office at least 10 days before you're ready to submit an application.  
• All applications are also now required to be submitted in electronic format (.pdf) at the same time as paper copies.  

Complete RDA & NOI applications must be submitted at least 15 days prior to a scheduled Conservation Commission meeting. 
Certificate of Compliance Requests must be received 8 days prior to a meeting.   
Please Note: The Conservation Commission cannot make a decision for NOI's that have not been assigned a DEP number. MA Order of Conditions Timeline for Notices of Intent

For projects that include tree removal: Applicants may show proposed tree removal on RDA or NOI applications/plans for Conservation consideration and if approved, tree removal can be included in the RDA determination or NOI Order of Conditions. RDA or NOI applications/plans that do not include anticipated tree removal or for tree removal requirements after issuance of a permit, a separate Forest Cutting Permit may be required. Does your project require an EPA NPDES Construction General Permit? This EPA permit is required for small construction projects that meet criteria of “1 acre or more of land, or less than 1 acre of land, but that is part of a common plan of development or sale that will ultimately disturb 1 or more acres of land. Construction activity includes earth-disturbing activities such as clearing, grading, and excavating land and other construction-related activities that could generate pollutants.” For more information, see: https://www.epa.gov/npdes/stormwater-discharges-construction-activities. Your engineer would be a good resource for determining whether or not your project(s) need a NPDES CGP.
