What is the difference between and RDA and an NOI?

An RDA (Request for Determination of Applicability) is usually used for minor projects in the 100 foot Buffer Zone on already developed lots; an NOI (Notice of Intent) is generally filed when the proposed work will alter a resource area, or when the project is major new construction, such as a new house or commercial building.  For both an RDA and an NOI, the proposed project is presented at an advertised public meeting of the Conservation Commission so that all those interested may attend and ask questions.  Abutters are required to be notified for both RDA and NOI applications.  See Leicester’s Wetland Regulations for more information.
